Summary: situation, action, reason, boundary
Situation
An operations team can investigate a fixed number of alerts per day regardless of how many the model flags.
Action
Score all cases, action the top K by expected value (probability times value at stake), and evaluate precision, recall and value captured at K on held-out periods.
Reason
Under a hard capacity constraint the decision is a ranking problem, so ranking quality at the top of the list is what matters.
Boundary
Fraud review, retention calls, inspections, collections and maintenance work orders.
Symptom or risk
A probability threshold creates queues that overflow on busy days and idle staff on quiet days; metrics at that threshold do not match what is actioned.
Exceptions
If capacity can flex with demand, a cost-based threshold may be better.
Trade-offs
Ranking by expected value prioritizes big cases; ranking by probability maximizes hit rate. Choose explicitly.
Pitfalls
Measuring precision at K on a test set whose daily volume differs from production volume.
