You must classify baggage-damage photos into five damage types with 1,200 labelled images. The photos come from about 400 claims, three photos per claim. A teammate fine-tunes a pretrained CNN end to end with a random 80/20 split and reports 94% test accuracy. How do you review this, and how would you build the model?

Tests: Transfer learning with small data and group leakage in image datasets.
