A weekly count of baggage-delay complaints averages 40 with a variance of 160 across weeks. A colleague builds a control chart with limits at the mean plus or minus three Poisson standard deviations and the chart keeps alarming. What is wrong, and what would you use instead?

Tests: Count-data modelling: Poisson assumption and overdispersion, consequences for intervals and control limits, and negative binomial or quasi-likelihood alternatives.
