A weekly demand forecast for a route has been reviewed with MAE and it looks acceptable. A planner says "it keeps coming in low". Eight weeks of errors (actual minus forecast, in passengers) are +4, +6, -2, +5, +7, +3, +6, +4. How do you test whether the planner is right, and what do you do about it?

Tests: Forecast bias: mean error, tracking signal, why MAE hides bias, and diagnosing and correcting systematic error.
