An internal agent has 20 tools (booking lookup, fare rules, refunds, vouchers, email send, and so on), each with a short description and a JSON schema. It sometimes calls the wrong tool, passes malformed arguments, and once issued a voucher twice after a timeout. Review how the tools should be designed and what the agent runtime must enforce.

Tests: Tool-interface design for LLM agents: naming and schemas, argument validation, error messages as feedback, read/write separation, idempotency, and context cost of tool definitions.
