An airline's baggage team reports (hypothetical figures) 18 mishandled-bag claims on 100,000 bags last quarter and 31 claims on 120,000 bags this quarter. The head of operations asks: "Claims per bag went up by more than 40%. Is that a real deterioration, and do we need an escalation?" How do you answer?

Tests: Comparing two rates of rare events with different exposures: rate ratio, Poisson reasoning, an interval that reflects small counts, and a proportionate operational recommendation.
