You must route 50,000 customer emails a month into 12 categories for an airline's service team. You have 8,000 labelled emails. A colleague wants to fine-tune a large language model immediately. What would you do first, and how would you decide?

Tests: Baseline-first NLP: TF-IDF plus linear models, small fine-tuned encoders, LLM prompting; evaluation set design; cost, latency and maintenance trade-offs.
