Introduced on day 49

Step budget

A hard limit on the number of model-chosen steps (and, alongside it, tokens, cost or time) that one agent run may use before the harness stops it.

In detail

Set budgets from the distribution of steps on successful evaluation runs. Hitting the budget is a reported failure with a partial result and a reason code, not a silent truncation. A budget bounds cost and runaway loops; it does not make a repeated side effect safe, which needs idempotent tools.
